The Saudi Business Council (SBC) is an independent, non-profit, private-sector association registered in Spain. We do not issue licenses, approvals or authorisations, and we do not replace any Saudi government entity. All investment decisions, permits and regulatory procedures are handled exclusively by the competent authorities in the Kingdom of Saudi Arabia, in particular the Ministry of Investment (MISA) and other relevant bodies.
Our role is simply to guide investors toward official, reliable information and to help them understand, at a high level, how to navigate the investment environment in Saudi Arabia.

Official Investment Guides
Below are key public, official resources that foreign investors should consult when considering establishing or expanding a presence in the Kingdom: 
Investor Guide /Manual Guide by the Ministry of Investment, MISA.

1. Invest Saudi - Investor Guide (Ministry of Investment, MISA)
Under the national investment promotion brand "Invest Saudi", the Ministry of Investment (MISA) provides up-to-date guides and tools that explain:
• The regulatory framework and licensing environment,
• Key sectors and opportunities under Vision 2030 and the National Investment Strategy (NIS),
• Types of legal entities and ownership options,
• Step-by-step processes for obtaining licenses and establishing operations,
• Available incentives and support programmes for foreign investors.
We recommend accessing the latest Investor Guides directly through the official Invest Saudi portal and MISA publications.

2. Sector & Opportunity eports (Invest Saudi / MISA)
Invest Saudi and MISA also publish detailed sector reports and opportunity overviews in areas such as:
• Energy and renewables,
• Mining and minerals,
• Food & agriculture,
• Tourism and culture,
• Logistics and transport,
• Technology, digital and innovation.
These reports outline:
• Priority sectors targeted by Vision 2030,
• Current and planned projects,
• The type of investors and partners being sought,
• Incentives and support mechanisms.
SBC encourages investors to download and review these documents directly from the official Invest Saudi website and MISA communication channels.

What Saudi Business Council can do: 
• Direct you to official Saudi resources (Invest Saudi, MISA, relevant ministries and regulators);
• Help you understand at a high level how your business model or project may connect with Saudi priorities and Vision 2030 sectors;
• Use the Council of 5 alliance framework and the Saudi-Ready Dossier to think about: which regional corridor (West, Asia, Africa, Arab & Wealth) is most relevant for you, and what type of 
partnership structure (trade, JV, co-investment, technology collaboration) might make sense to explore further.

What Saudi Business Council cannot do:
• Provide legal, regulatory or tax approvals;
• Act as a licensing authority or guarantee incentives;
• Commit any Saudi ministry, authority, regulator or sovereign entity;
• Sell or guarantee access to PIF, ministries or government programmes.

For any formal steps (licenses, approvals, incentives), investors must deal directly with:
• The Ministry of Investment (MISA) and the official Invest Saudi channels,
• And, where relevant, with other competent Saudi ministries, regulators and authorities.
